Many Airlines will offer one of their employees to travel with children.
It is illegal for kids to travel alone.
Ask the Airline about their procedures and they will give you details.

it depends on the Airline...please be careful as there are all kinds of things that can happen that a 12 year old may not be savvy enough to know how to handle.

Now a days its all about MONEY and often airlines are not compassionate about the fact that a 12 year old is flying unattended by an adult - like 20 years ago they would assign a flight attendant to be responsible for the minor - not now a days they are totally on their own..

I was flying with delta airlines with just my brother at age 8, my brother being 10, but we would always get picked up by a relative or good friend at the other end.

we would fly international between New York and London

I don't know if this is still so now.

The age restrictions are usually up to the airlines and to the countries involved. Best phone the airline your sister intends to use and have them help you.

There are certain tickets that by airline regulations must not be sold to unaccompanied minors.

depends on the airline. some let you go alone at 12, some will only take you at 16.

You can't fly if you are older than the first airplane ever built.
