The sand will likely be heavier because it is a denser material. Water has a density of 1.0. Sand is probably around 2 or 3. So you'd think it would be about double the weight. But you have to remember that the sand has some air mixed in there. The coarser the sand, the more air spaces will be between the grains. But it will still be heavier than the water.

Gallon is a volume not a weight and so the gallon of sand would weigh more than the gallon of water. If you had 2 plastic gallon jugs and one was filled with 1 pound of water and the other with 1 pound of sand then each gallon jug would have a different volume (more water than sand) but both would weigh 1 pound each.

If they are both filled to the exact same level, then sand is heavier.

Water weighs 8.33 pounds per gallon.
Sand has a density of 100 lbs per cubic foot

It actually will depend on the sand type.
Volcanic sand, for instance, is considerably
lighter than the normal Silicon Dioxide.

It will also matter what kind of water
we're talking about. Salt water, for instance,
I think is actually lighter than fresh water.
There is also such thing as "Heavy water"
which has lots of "heavy hydrogen" in it.

liquid in a gallon jug weighs 8lbs
so beach or play sand in a gallon jug, I think would weigh more.

well it depends the sand would be heaver if it was a cetian type of sand
the water if the sand is light so sorta both
