Get him in a place where you both feel comfortable, take a deep breath, look at him straight in the eye and say it, "I love you"
If he loves you too, most probably you two will end up kissing but if he doesn't, he'll get that really awkward look on his face, and my advise for you is, run away as fast as you can and never return!

Well if you really love the person it should be no problem. But I'm sure you want it to be all sweet and romantic. So, just wait for the right time, whenever that may be. Maybe over a nice dinnner, or you could just surprise him out of nowhere and sat it when you guys are messin around. Or you could get real serious and say 'I have something really important to tell you and I want you to listen carefully......then say it! I dont know, I hope this helps a little. But if you love someone, you should never be afraid to tell them or hold your feelings back! You never know ....they might be trying to find a perfect time to say it to you!
