I have a red pinprick rash around both my eyes that has appeared this morning. It does not fade when I press it and the dots are flat and under the skin.
Could this have been caused by a new brand of face wipe I just used?

yes your skin around your eyes is thin and sensitive change back to the wipes you were using

Yes, it could have been caused by the face whipes.
Check what the face wipes contains....are you in any way allergic to anything?

Wash the affected area with water and don't put any other beauty cream on until you have either seen a doc or the rash has disappeared.

Maybe the face wipes are OK on your face, but not too close to your eyes. The area around your eyes are a lot more sensitive that the rest of your face.

Yes it sounds like you have had a mild allergic reaction to the face wipes. If the rash is accompanied by a stinging or burning sensation, then that would probably confirm it.
However... :)
Do your eyes feel 'sticky', or were they at all gunked up this morning? If the answer is yes, go see your GP. it could possibly be conjunctivitis, which is an infection of the eye often accompanied by redness around the eyelids.

possible...you may have a sensitivity (mild allergic reaction) to the product.
it is hard to diagnose because we cant see it...
stop the new product and give it a few days...if it gets better, you know the cause...if it does not, you may need to see your GP for a derm referral...
