It has an up-to-date list of available hotel rooms in the New Orleans area. The info on each hotel includes a toll-free phone number, so you can call the hotel for tickets as well as reservations.
The Jazz Fest's website also has a "Tickets" link which allows you to purchase tickets online for the advance price of $35 per day. Tickets are $45 on the day of the event.

Far as tickets go....hmmm.....my guess would be to save the Tickemaster website as a Favorite on your browser and keep a periodic eye out for any New Orleans events.....you're sure to snag some JazzFest tickets before the masses do.
I'd also work the online yellowpages for some of New Orleans more famous four-star hotels, like The Hotel New Orleans, Hilton....etc. You might even find lower rates with some of the other nearby popular hotel chain businesses, too.
And you do it yourself---that's gotta save you some $$$$.

you may want to also check out staying at a mattress & breakfast close to the Fairgrounds. There are some sturdy ones close to city Park which includes Degas homestead. The streetcar is going straight away down Canal highway to downtown and the French Quarter.
