"...to be sure that he is liked...". Nope, that is not shy, but it definitely is "afraid". Fear of rejection, of not being good enough. We all have it to some extent in some part of our lives, but it doesn't help to not see it for what it is. He is just forcing the girl to take that risk instead of him.

hehe... funny, but I'm a girl, and I had that approach just not that long ago. I thought, I must wait for him to make some move to show that he also reciprocates my feelings.
Well, once your friend gets the vibe that the girl does like him, he shall not use this as an excuse anymore, for the girl may be as shy as he is! And the relationship might just be stalled for a long time.
