Not unless you have the Chinese version of Windows installed.

I have four engineerings in the plant I support that have the Korean version of Windows on their PC. It is always a nightmare to try and help them, as there is no way to get anything into English so I can read the menu and messages. They have to interpret for me. Fortunately, all versions of WIndows using the same shortcut keys (Crtl+c still does a copy in the Korean Windows). So I often have to "shortcut" anything I want to do.

Now they have added a French engineer also. (Knew I should have paid attention in my High School French class)

One way to do that would be to reload the operating system and specify Chinese when it asks for it.
