Well, you're event can't happen in something.

So the correct way is "on January 3rd" On January 3rd, I stubbed my toe.

If you just left it as January, you could say "in January". "In January I will turn 30."

On Jan 3. You cannot be in a date. Something can happen during a day but usually not in a day. Often misspoken by all

When you are saying a date, you need to use the preposition "on"
- on Dec 4th
- on Monday, January 23rd
- on that date
etc...
