what could it possibly mean?

Was it a digital picture? Cameras that use film can double-expose the film accidentally - i.e. use the same piece of film twice resulting in one picture over another. This happens when an automatically advancing camera malfunctions and doesn't advance the film. Professional photographers/artists also use this technique to create the effect they want, and people have also tried to do it to prove supernatural elements. It's easiest to do this with a manual camera.

you 'saw' the face, as in, when you look at the picture now, you don't see it anymore? In that case, you just saw an optical illusion. If you still see it, have it blown up to see what it is.

Did it look like the Virgin Mary? You should call the Catholic Church and either get an exorcism, or get certified as a miracle and charge people admission to come see you.
