im not sure about making a law about it, but there should be some regulations for it. i wouldn't just let any bike out in the snow. if it were up to me, i would say any person wishing to ride their bike in the snow must have studded tires [that wont lose traction even on ice, its possible, ive done it], reliable breaks during adverse weather conditions, a full face helmet and some kind of eye protection. those are only basics, im sure i could think of more things given more time, but these things will make a bike much safer in the snow and give the rider a "windshield" so they are not constantly squinting.
who in their right mind would ride during a blizzard anyway?

Get studded tires, dress warm and padded so you can bounce when he hit the ground (and you will) and ride. Riding in snow can be fun and challenging but it is also exhausting. Riding in snow is much harder than a normal ride. Wear some kind of a helmet and get one of those thing balaclavas to wear under it and pull the hood of your jacket up over it. Don't ride without a helmet because you will not have much control and if you are going to ride in traffic you run some high risk of injury. A helmet! For sure.

relies upon on state regulation the place you reside. whether there is not any regulation against biking mutually as intoxicated, they'd nonetheless get you with public under the effect of alcohol or another regulation in case you're becoming some form of subject like disrupting site visitors or basically laying on somebody's backyard. LOL
