In your particular example the company would not have to pay for an engineering dept they would use a engineering firm and sub work to them for their needs.

Engineering outsourcing means that you go outside your company or sometimes country for engineering talent and resources. Some believe it can save money if the hired talent works for less money but experience says that a group working remotely with no experience to start with often costs more than keeping the work "in house". For more information, just do some research on things like call centers. I myself, did not buy a Dell computer and I also cancelled a credit card that had outsourcing in India for call centers. I couldn't understand a word that was spoken and all they could do was read a script. I notifiied the companies also. Dell was outsourcing all their call centers to India and when the business sector refiused to buy Dell for that reason, they moved it back to the US.
