have a coworker that said she didn't want to party with a guy because he grabbed her butt and she said she was grossed out because he is about 15 years older than her, but she said that I can touch her butt. Is this normal? I mean could she want more than just a friendship or do you chicks let your male friends touch you butts just for the hell of it?

Unfortunately there is a lot of dirty old men about who do not look in the mirror enough, they must shave with their eyes closed. I put on a site that I was only interested in men my age or slightly younger and guess what, I still got dirty old men replying, and one man was very angry that I didn't like older men, so he said he hoped I died of aids, So basically in a nut shell, women like men their own age to touch them and they feel disgusted when a creepy old geezer touches them. Women that marry older men are often after their money, or they often have a young lover on the side too, so the dirty old man is supporting two people.
So in your case the lady in question likes you because by the sound of things you are a man near her age, and she hates like me dirty old men touching her. She may fancy you, because you are not a dirty old man. I would react in just the same way as she has done, if a young attractive man or a man of similar age to me approached me, I would let him touch me, but if some dirty old man touched me, I would hit him.

Imagine this. A girl's butt belongs to her. I suppose it should pretty much be up to her who touches it, whether just for the "hell of it" or for other reasons. Her choice. I'm not much of a lady by the way but you get my answer anyway.

ah, most girls probably dont let a guy touch her butt just "for the hell of it". i would say she is thinking of either two things:
1. she was making a point, saying she felt more comfortable with you
2. or she wants something more.
