follow this procedure to enable yor task manager if u r a local user not a part of any domain or orgnazation
go to start
then go to run
type in run :regedit:
when a window appear follow this procedure.
Hive: HKEY_CURRENT_USER
Key: Software\Microsoft\Windows\CurrentVersion\Policies\System
Name: DisableTaskMgr
Type: REG_DWORD
Value: 1=Enablethis key, that is DISABLE TaskManager
Value: 0=Disablethis key, that is Don't Disable, Enable TaskManager

By all probability ur all other services might be disable by the admin inclucing the registry and other essential security related things.
Reboot ur system, while it reboot press f5 repeatedly till it gives u an option to enter into the safe mode.
Enter the safe mode with the admin login.
GO to cntrl panel select ur login and change the priveleges i mean make it admin also
If the admin of the safe mode is passwrd protected then the only option is openin gur Box(cpu) which is not advisable
If it seems to be problem of virus or spyware try to get the antispyware and antivirus from here for free

I dont no why he has disabled there is no point in disabling the task manger ask your system administarator to enable the services

that means ask ur another relative(father,brother,sister etc.)who uses the computer to enable task manager. if they do not agree say them that it can create registry problems if it is not available. ok . best of luck.....

the same problem occurred to me today. I installed windows in another drive and installed AVG ANTI SPYWARE and scanned the entire system. it detected a lot of spyware but a few me them couldnt be repaired. the system started to restart automatically. so i formatted my entire harddisk and installed windows once again. now its alright
