To make things simple:
MS Paint enables you to draw, cut, color, paste or edit minimal functions of a file, usually stored as bitmap or .jpg
Photoshop however, is a software that enables you to edit and enhance a file (photo) drawing etc in a more professional and artistic way... Here you can apply layers, color, effects, shading, you can even crop the images, change the background, change the fonts, you can also blur the images, smoothen the images, or even expand the images etc. etc. you just need to explore and be creative ^^,

MS Paint is just a basic image editing program.
Adobe Photoshop is a professional one. There are a lot lot more of features with this that Paint cannot do.
MS Paint comes along with Windows. Adobe Photoshop is a bit pricey & eats a lot of memory (300+ MB, I think).
Choosing from Paint & Photoshop? Choose GIMP or Paint.Net. They're free & they are very similar to Photoshop.

Woah, you can't even compare the two...ms paint is a "kindergarden" tool that holds the most basic features of image editing...and it really doesn't allow much. It is more of a painting tool rather than an image editing tool. Seriously, I only use it to paste screenshots. Adobe photoshop has everything you need for image editing...including proper cropping, image layering, many many special effects, and best of all..I can put my boss' face on a nude shemale and send the image to my co-workers...hypothetically, of course.

This is like asking what the difference is between black and white! MS Paint is a very simple drawing pad with limited functions and Photoshop is a whole photo editing package. Another difference is price, MS Paint came free with Windows and always has, but Photoshop costs $649 (Full version).
