I was sent a package over three months ago from the U.S. and it hasn't arrived yet. It contained a video game from the U.S. as a present and I'm not sure if that would create a customs problem. How long should I wait and who might I talk to to find it?

typically when we send a package to China via UPS standard, it takes a maximum of 2 weeks for delivery.

You should use the tracking number to track the product through the courier service. Also you might want to contact your closest customs house for assistance. One time I had product from China stuck in U.S. Customs and I had to present that I was bonded for the product (it was food), and pay duties and then an additional courier to deliver to my home.

However, customs won't hang onto your product forever waiting for you to claim it. Do it soon. Here in the US they are pretty helpful in telling you what you need to do to get the product released.

Also, some products are not allowed due to regulations. I sent a friend some nice soap as a gift with some samples and it was removed from the box because it wasn't on the commercial invoice and "bombs" are made with the material...I didn't know that.

Talk to the place you ordered it from. Get a tracking number to trace your package. It should've arrived a long time ago. China does have some stringent rules. I sold a sculpture to someone there. It had female nudity. The buyer had me send it someplace else, where he had to travel to pick it up.
