no--it would have been quite normal. We have been married for 28 years and I was very surprised to get a dozen roses, a teddy bear and some candy. Shocked is even a better word---he gave them to me yesterday because he will not be around for very long today. It is probably the third time he has ever given me something on this day in the 28 years we have been together.
it was pretty great and meant a lot more than if he did it every year.

No, I would be glad that he is responsible with the money he works hard to earn and is better put to more meaningful things. I'd rather he saved that and took me to a museum on my birthday or horseback riding in the summer. I don't need crappy Whitman's chocolates. If I could have anything in the world for Valentines, or any special day, it would be time with him, a roll in the hay, and a late night walk through the city with a couple of lattes. I have no desire to recieve anything fuzzy, pink, chocolate, or heart shaped.
