There is this gal who always turns down my requets of being her boyfriend but soon after does or says something to give me hope like 'dont rush me', 'if you were my boyfriend...' or 'give me time'. We often even do things together like shopping and asks my opinion on what to wear or hair stlye to put on. when we are alone she holds my hand like lovers do and gives me squeezing hugs . we are yet to kiss . She tells me her secrets and i know she trusts me.
but she flirts with strangers even in my presence? she simply does not care! shes very pretty, so naturally people are always after her. and i cant ask, shes not my girlffriend- Remember?
is she really interested or should i quiet.

Alright it sounds to me you've only found yourself a friend. And most likely that's all she will ever be. Unfortunately for you... She is a flirt. She tends to flirt with everyone and it may even be just part of how she is. I think you may be confined to being a best-friend or at least a close one. Maybe in time as you get closer together she'll realize what a great guy you are and give off the right signals. Or the exact opposite could happen and you could be TOO good of friends and that will be her forever reasoning.

Dude, sorry to use the "f" word, but you're just a FRIEND.
I'm sure that once you move on to bigger and better, she'll try to come around, likely just to break you up so you can keep giving her your attention. Don't be stupid and fall for this.
You sound young, so if you want to play her head games for a while, you've got time. I don't have a crystal ball, but I don't see a future with you guys together.

Next time she hugs & squeezes you, give her a kiss on the cheak.
The next time give her a kiss on the lips, then see how it goes.
It is most probably you making it feel a bit icy & she may want you to make a move.

She is only using you for when she is bored or her date stood her up. Move on to someone that is interested in the same things that you like to do. When she see you with another girl she will act like she really is into you don't fall for this. if you do than you really are a fool in love.
