This is very likely Japanese, but the "spelling" is hard to get through. With it not being written in kanji, it is impossible to get an exact translation.
Omae wa tsuki = I stab you.
Omae wa suki = I like you.
Omaewa kowaii = you are scary
Omaewa kawaii = you are cute
Two very different translations, which one is correct you will have to go by the context of who wrote this and what their tone was.
Komaeru = bother or troublesome
Odwa/Odaewa = I am not familiar with anything that comes close to this.
na sai = do it
shimata = mild curse, dang it!
bakana = it's stupid
kuyashi = vexing
It seems to have come from someone without a great grasp of romanji (latin phonemic equivalent of hiregana/kanji) or someone who has little grasp of Japanese. I hope this helps somewhat.

It's almost Japanese, but there are too many errors to decipher. It might mean "you like" - but that would be "omae ha suki." "Tsuki" means "moon."
"Omaiwa kowayi" might be "Omae ha kowai" which would mean "You're scary."
Other than that, it's hard to say....
*Note: "ha" is pronounced "wa"
