Some exercises you may want to try are squats where you go from a standing position to a crouch slowly. Another great exercise are lunges where you push your foot out and "lunge" and walk across the room this way. You should feel it burn a little. Also your thighs may be retaining water. While almost any form of aerobic leg exercise (walking, biking, swimming etc.) will tone your thigh muscles, there's really no such thing as 'spot reducing.' First you should check with your doctor to make sure fat is really your problem. You're not unusually heavy for your age and height - in fact you might be a speck on the light side.

I would say leg lifts, jumping jacks, squats with and without weights, lunges forward back and side to side lunges. Or you could even try Yoga, which is supposed to really help muscle tone.

You weigh 48? I'm assuming you weigh 48 kilograms, because if you weighed 48 pounds, you'd be dead.
Get a thighmaster, and don't eat ding dongs and twinkies, try running, that helps too.

I think you meant to say 148lbs, but anyway i would recommend the bikecycling thing at the gym, or getting some yoga or belly dancing at home!
