United States - 1.4 million men under arms, 1 million more plus in reserve status. Overall best technology, especially air superiority, electronic warfare, submarine warfare, naval power, armor, C4I, and combined arms. By far the best Sealift and Airlift capability, best force projection capability, best logistical capability. Troopers are professionals, each volunteering for duty. Most combat experienced military on Earth. Over 6,000 nuclear warheads with the best delivery systems on Earth including a variety of land, air, and sea-based missiles and gravity bombs. Possesses a functioning anti-ballistic missile system.
China - Expanding wildly, largest spending on Earth. Largest military on Earth. 2.25 million men under arms, gods only know how many available in reserve status, probably more than 5 million. Lower technology, but closing fast. Weak Navy comparitavely, using lots of newer Russian technology to close gap. Much lower Sealift and Airlift capability. Troops are mostly conscripts. Increaseing survelliance and electronic warfare capabilities. Still considered to be unequal to 3 US CVBGs though. Perhaps 200 nuclear weapons, mostly in land-based silos with the possibility of a single submarine system.
Russia - 1 million active troops, another 2 million available as reserves. Troopers are mostly conscripts. Excellent technology in armor, air craft, SAM, and Navy, especially submarines. Budget difficulties have degraded their capabilities significantly, but the Russian Military is still extraordinarily deadly with some of the best fighter aircraft and Anti-Tank Guided Missiles on Earth. Significant Sealift and Airlift capability still. Significant survelliance and electronic warfare capabilities. Over 6,000 nuclear weapons with delivery systems nearly the equal of the United States and split in similar fashions. Less accurate delivery systems than the US, but generally larger warheads. Possibly less reliable.
Mexico - Um. Sure.Currently about 500,000 members. Considered, by budget, one of the smallest militaries in Central America. Insignificant navy and Air Force. Mostly optimized for internal and anti-drug operations. No survelliance or electronic warfare capabilities. No Sealift or Airlift capabilities. Troopers are mostly conscripts and poorly trained by American standards. No real Armor or significant artillery. No nuclear weapons.
The US Marine Corps could conquer Mexico by itself. And be home in time for a weekend pass. But why would we want to? We're allies!

The US has the strongest military because of it's force projection capabilities. It has more aircraft carriers than any other nation (no other comes close) access to both the Atlantic and Pacific Oceans, and military transportation capabilities that others just dream of. The US can deploy combat ready troops anywhere on the globe within 24 hours.
Next I would say China. China has a huge numerical advantage over any other nation. They are developing more advanced weaponry and have a huge military-industrial capacity. The only problem is they have very little capability of attacking someone else rapidly outside of nuclear weapons. On Chinese soil though they would mop the floor with any other army.
Finally in 3rd, Russia. Russia is not the Red Army of the Soviet Union but it still is a force to be reckoned with. They are beginning to get military development back on track and their equipment will rival American made stuff as it once used to.
Then you have Mexico. Mexico has 10 35 year old fighters and a couple of old Soviet transports. They have less than 300,000 active soldiers and reserves, no main battle tanks to speak of. Their only armor is French made castoffs that are more suited to police riot control than combat. If the US, China, or Russia went to war with Mexico it would be very short and the Mexicans would be signing surrender terms less than 100 hours after initial combat operations.

Strength of a military is irrelevant in the nuclear age, if you have nukes in you arsenal your pretty tough to actually defeat militarily. Political strength is measured by numerous other criteria, with economic indicators being the most obvious.
The European Union and its former Soviet allies attacked the economy of the United States because a direct military attack was unlikely to succeed. They bought up a bunch of fortune 500 companies during the 90's in an effort to devalue the dollar and inflate the (Euro) the currency they created. It was an attack in the economic arena. It is a long term strategy that will most likely succeed in destroying the industrial base of the United States if the Republicans are left in political power in the United States.
Countries (a type of political entity) have trouble dealing with international conglomerates (a different type of political entity), most of the time mega corporations get what they want regardless of military might because they don't have any obligations to the population of a particular area or country.
