SHOULD I LEAVE THE TRACTION CONTROL ON ALL THE TIME OR DO I ONLY USE IT WHEN I NEED IT??

The above link is the complete owners manual for your '99 Mustang. Traction control is on pages 95-96.
Read those 2 pages & leave the traction control alone, unless you're stuck in snow or mud, or unless you WANT to burn rubber.

I repeat, READ THE 2 PAGES in the manual !

I just got rid of my 02 gt convertable. The traction control turned on automatically when i started the car. I ALWAYS turned it off. It was a 5 speed and the first week i was driving it someone almost hit me. I hammered it in first to get out of the way and it bucked and lost power. I HATE the traction control on these cars. I would rather spin then sit there and have a computer limit my gas pedal. My wife couldnt drive a stick worth a damn and she always left it on. If you can drive a stick shift I dont see a reason to have it on.

Leave the traction control on, unless you need to spin the tires. Like if you get stuck and need to rock the car. The owner's manual explains this. I don't know if that year Mustang will allow the transmission to do a brake torque burnout, even with this off, unless you program it to do so. You can always try.

it will kick in automatically if a tire spins anyhow .but it is built for snow or ice or wet conditions. leaving it on all the time will lower fuel milage. just remember rachel turn it on while drag racing

You should only use it when u need it. Because there are times when you don't even needed at all.

need for it unless you are under 100km or you can turn it on in muddy and icy condition.
traction control will gave you low mileage and rapid Tyre wear.
