This does vary by state, but in general NO. And I believe in the states that do allow it the father must sign a document stating he is the father & gives his consent for the child to bear his name, as such children, through no fault of their own, are BASTARDS.
Some states require that a paternity test be given before they'll allow a bastard to take it's father's name. And some won't allow it at all. One of the reasons is because the hospital, the doctor, the state -- could ALL be sued by the 'father' if he so desires to sue them -- as this is a breach of his right to privacy, etc. Another reason is religious. And another reason is that there could be legal problems latter on for an Legal Issue (children) of this man (such as: Inheritences). Only legal issue are entitled to inheritence by law and this could cause problems later on. I'm sure there are more reasons, check it out on a search engine!!!
Our society has been sucessful because of marriage and our country is coming apart at the seams because of indiscriminant sex/promiscuity !!! 30+ years ago illegitamate births were not fit to be printed in the newspaper (they still arent), but Sunday I noticed 47 Bastard births to 50 Legitimate births -- shows what our morals have come to. This society, AMERICA, will destroy itself w/i the next 30 years -- if that long!!! Just as the Commies said 50yrs ago, they will destroy us from within -- our declining morals are probably due to their influences!!!

In Ohio you can give your child any name you like - including the paternal surname.

No. If you don't want the father's name on the birth certificate why would you want your child to have his surname?

Different states say different things but in NJ no. My cousin had to have my Aunt's surname until my Aunt married my Uncle then he had to adopt her.

You can have you baby's last name anything you want it to be!!! Even if its some different last name that has nothing to do with either parents =) I hope this was helpful!!
