it's like these symbols
= + = (but the last (=) has three lines, the longest is the most under, and the shortest is the center. The upper is medium, doesn't match any of it's friends line. The first (=) has the longest line at the under. The center is the plus sign, you'll find it okay.)
Don't forget to write it flexibly as it can add more impression as it is a calligraphy. Outsiders doesn't usually know this.

Cando_86 has it right, which is the same as in Chinese I believe.
In Japan itself, you'll usually see it written the same as in English - 23. You see the older style writing, as per Cando_86's post, in traditional shops or restaurants most often.
It would be a pretty underwhelming tattoo though, he's right!

I don't know you've installed Japanese fonts on your computer. If not, you can't see Japanese characters.
I think å¼åå is good for a tattoo.
