2 kings 23:34-35

"34 Pharaoh Neco made Eliakim son of Josiah king in place of his father Josiah and changed Eliakim's name to Jehoiakim. But he took Jehoahaz and carried him off to Egypt, and there he died. 35 Jehoiakim paid Pharaoh Neco the silver and gold he demanded. In order to do so, he taxed the land and exacted the silver and gold from the people of the land according to their assessments."

How did Jehoiakim (Eliakim) arrive to the reign?

Sounds like a case of too much information in the same verse (sentence) making it sound confusing. So I'll split it up.
1. Eliakim was son of Josiah.
2. Josiah had been king before, since he was made king in place of his father.
2. Pharaoh Neco made Eliakim king in place of his father.
3. After Pharaoh Neco made him king, he changed Eliakim's name to Jehoiakim.

So basically, sounds to me like the Pharaoh appointed him as king of the region.

Also, this is from 2 Kings, not Daniel. The book of Daniel refers mainly to kings of Babylon and Persia, not kings of Israel. The books of 1 and 2 kings are about kings of Israel and Judah.

Pharaoh Neco was disgruntled and took Jehoahaz to Egypt as a "spoil of war".

"Jehoiakim was appointed king by Necho II, King of Egypt, upon the latter’s return from the battle in Haran, three months after he had killed Josiah at Megiddo (August/September 609 BCE).[3] Necho’s action rendered null and void the rule of the younger brother Shalum/Jehoahaz,[4] who was anointed king after the death of their father Josiah (2 Kgs 23:30).[5] Nothing is known of events in Judah during the first four years of Jehoiakim’s rule. During these years the Egyptians firmly established their rule over Syria and Palestine, in preparation for the decisive struggle with the Babylonians over control of the Euphrates region. The proximity of the Kingdom of Judah to Egypt and the latter’s control of the entire region did not allow the tiny kingdom any leeway for either political or military maneuvering. One may assume that Jehoiakim had no choice, but to remain loyal to Egypt.[6]"

In Daniel 1 we see where Jehoiakim besieged Nebuchadnezzare, king of Babylon.
