Punishment depends on where you live. Juvenile Justice Services has a program that requires taggers to be assigned to community service to paint over the work of their counterparts. Up to 1,500 hours. Plus fines and the parents can be fined as well

In California If the amount of defacement, damage, or destruction is $400 or more, vandalism is punishable by imprisonment in the state prison or in a county jail not exceeding one year, or by a fine of not more than $10,000, or if the amount of defacement, damage, or destruction is $10,000 or more, by a fine of not more than $50,000, or by both that fine and imprisonment.

The crime can also become a felony if the damage is more than $5,000

It is not worth it dude

It depends on the State you are in. They will most likely get a major fine plus community service. Juvinille hall isn't for collecting up the criminals, but more for rehabilitating troubled teens. Since these kids are young and "involved in gangs", the police may want to take them to Juvie for a while to try and steer them onto a better path.

if graffiti is all that they are caught for they will probably face a fine and community service.
