Go borrow some butter. The next day, some sugar. Keep asking for food then eventually he will pull you into his apartment and make mad love to you.

put a note in his mail box telling him you are a secret admire.and leave your number on it or your email address.once he makes contact have a convo and have him meet some place and he will know that you are into him when he meets you,and in addition to that you will be on your first date with him!

first find out if he is involved!!! tell him you understand how crazy things can be when you are moving, and if it is ok with him you could make him lunch one day to make things easier.
