The pulp of the tooth is naturally yellow.
If your enamel (the outer layer of the tooth covering the pulp) is translucent (or "see-through") then the teeth appear yellow.
This is not as uncommon as most people think.

Frankly, I'm having a hard time following your story. Why are you filing a case against this school? If your child has PDD, a form of Autism, then yes, he probably doesn't like brushing his teeth, or putting on new clothes because of sensory issues. He needs to get Occupational Therapy to be helped with that. The public school has to provide that, if that's what he needs, ask his doctor for a written recommendation. He also needs help with regulating his emotions-he needs a Psychologist and a Developmental Pediatrician. Who diagnosed him with PDD? Didn't they give you any advice? You say "some doctor says he has PDD". What doctor? If he really does have that, then you have a LOT of work to do. Take the report that the doctor gave you, and show it to the school so they can start giving this child the help he needs.

I had the same problem. I talked to my dentist about it (because he's my uncle and wasn't going to charge me extra for it ;)) and he said that it was because of a freakishly high fever that I had when I was really little. Apparently the DNA for the adult teeth starts developing as soon as a child is born, but not while in the womb. Which means when I was sick, and had a fever, the high temperature changed the DNA in my teeth a bit, discoloring them before anything else could.
I have been using this bleach stuff that was prescribed to me for a while now, and the spots are not visible anymore--though my teeth are almost blindingly white, and if I stop the spots come back within two weeks (I admit, I like my coffee a little too dark) but it is really anything you should worry about.

Are the teeth spotted? Has she ever taken Tetracycline? If so, this could be the culprit. Does she drink a lot of fluoridated water? Fluoride will also stain permanent teeth.
It is also very possible that her teeth are just naturally a yellowish tint. There are many different shades of teeth.
I wouldn't worry too much. There are many options after the teeth are fully developed. Consult your dentist.

I know of this, its when your teeth grow in improperly with the denten on the outside. Its the layer that goes under the "white" protective bone on the outside. So inadvertantly comes in backwards.
Take her to the dentist, more then likely they'll tell you that they need to wait until they come in fully to do any work. Which will be shaveing it off and filling the spots in. Whitening products won't help either, its how the tooth came in and cosmetic dentistry is really the only solution.

Rubysedona has the best answer so far. The teeth are probably not really yellow at all. It's just that when you see them next to the "milk" teeth, all permanent teeth are darker and look yellow by comparison. Once the new teeth are all in, they might be very light in appearance after all.

bananas don't make your teeth yellow...but carrots might.
Anything containing betacarotene contains a LOT Of yellow. Pumpkin, acorn squash...
It could be that...or see the Dr to see if he has a liver problem.
Antibiotics may cause problems...

I've read that if you swallow toothpaste containing fluorine, your teeth will have white stains, in some cases yellow teeth.
