I'm not sure---I've lived in Texas for 5 years and there has always been a sales tax. However, THERE IS NO STATE TAX IN TEXAS, so you don't have to file a state return!

As far back as I can recall, there has been a sales tax in Texas. Since Texas does not assess income tax, they have to earn their tax revenues to pay their expenses somewhere. So they get their money from sales taxes and property taxes.
