The cheapest place to get a Garand is from the CMP or the Civilian Marksmanship program.
The CMP was set up by Congress to distribute surplus military weapons to the public. As it is non-profit, direct from the government, the guns are going to be as cheap as you can get them. The guns are delivered right to your home with no FFL required.
There are a few drawbacks though.
First, the availablility of weapons is limited by what the CMP gets. Currently, there is a limited supply of Garands (I am waiting to get a nice one myself). The ones they have left are running about $400.
Second, there are a series of "hoops" that you need to jump through to get a rifle from the CMP. First you need to belong to an affiliated club (there is a list on the web site...if you don't belong to one, you can join the Garand club for $25). Second, you need to prove firearm proficiency. This can be done in multiple ways such as military background, participating in a CMP sponsered shooting event, or completing a hunter's safety course with live fire training.

You need to be very careful in buying an M1 Garand. With regular sale prices going over $750 in most cases, the opportunity for some folks to make a buck is too tempting.
There are a lot of poorly made receivers that are 'reproductions' that are then built into rifles using surplus parts that are mostly refuse from someone's scrap heap. A quick Parkerizing job and a nice new stock from Boyds.com or a good used surplus one and it looks great to an inexperienced eye.
There's nothing with building your own rifle from a receiver and parts, but you may as well build your own and know what going in it, especailly if you plan on shooting it a lot and demand accuracy. Or as Bound says buy a Springfield....but to me they just don't have history.
I have a CMP Garand and later got a 1903 Springfield from them. The Garand is a Greek Army return, which some Garand purist look down on but it's a Springfield receiver made in 1942 (8 digit serial number. 82x,xxx) with the US GI stock, a post war American barrel and mostly all Springfield parts, so I'm well please with it, especailly since the throat and muzle were in great shape and a new barrel was not called for. It shoots better than me at 200 yards and being a '42 I know it was probably used to some extent to rid the world of a great evil. Not bad for under $400. I've been debating replacing the beat up old wood, but it just wouldn't be the same.
See if you can find a club that shoots Garand matches in your area, then go to a match. Introduce yourself to some of the guys and tell them you are looking to buy a Garand and wnat to know what to look for. They will look at you funny at first but if you ask advice and listen to what they are saying, you could very well find one right there. I have. Several times. Have fun and happy shooting.

Bound's hubby here:
Slider is basically correct. You can purchase what CMP has for about $400 and spend less than $600 restocking it and rebarrelling it.
You can also get a commercial M1 Garand from Springfield Armory for around $1000.
Two of my four Garands came from the DCM/CMP and none cost me more than $300. The most recent one was a Greek lend-lease rifle in rather decent shape for under $300. All it really needed was a new stock and a new barrel. The CMP rifles are really the way to go.
