Hello,
It could be due to the fact he just had surgery today, watch him closely. If he is drinking water real good, don't worry to much about the food until tomorrow, he is probably still under the Anesthesia. Just try to keep him Quiet and let him rest.

wow its very uncommon for small male dogs to get swelling and bruising, however it can happen.
Do you know if your vet gave him an injection of a non steriodal anti inflammatory drug such as Metacal or Rimadyl during/beofre or after surgery? If not then take him back and ask them to give him one as it will ai in reducing the swelling and pain.
If the vets isn't open then try and reduce the swelling by applying a cold pack to his scotal area. If swelling doesn't go down and he is still not interedted in eating or walking then take back to vet.
Some dogs won't eat after surgery however most do.

He may have some bleeding secondary to the surgery (called a hematoma). The scrotum can fill with blood and look like he wasn't neutered or even bigger. I would call your vet or a 24-hour clinic and ask what they want you to do.

I work for a vet, and one of the instructions on the take home sheet we give following a spay/neuter surgery is to check for swelling, redness, heat, or discharge. my suggestion to you is to contact your vet as soon as possible.

Most vets have 24 hr call service. If you think something isn't right you should call them to discuss.
