my friend got a second owi and it's been over a year he is still going to court and he just got a alchol assesment and the dmv sent him a letter saying he could get his license back and he went to the dmv and got it. did the dmv screw up or have you ever heard of this happening

What is an OWI ?? Do you mean a DUI ( driving under the influence) If so normally the first offense means losing your license for 3 months with entering rehab, second offence is license revoked for 6months and or jail time. This is Oregon so I dont know where you are. Check the laws on the web. There should be a site showing what offenses recieve what punishment .. Good Luck

I hope it's a mistake. Everyone screws up once, but OWI's really shouldn't be given more chances.
