I'd like to be able to look at more than one net window at once. I used to be able to do that, but now the screen stays the same size (full screen except with the toolbars still up at the top) when I click the window button in between the close button and the exit button on the upper right side. I do NOT have "full screen" on, I checked.

Even though it's not maximized (locked in place and taking up most of the screen except the taskbar), the "unmaximized" version might still be really big.

"Umaximize" it (click that middle button, between minimize and exit, so it's only one square instead of two smaller ones). Then drag it by clicking and holding the title of the window (eg., "Yahoo! Answers - Internet Explorer") until it's moved off the screen. Then, put the cursor at the corner of the window so it turns into a double-headed diagonal arrow... Click and drag that so it makes the window smaller.

I'm not sure if that's what you're asking or not but that's my understanding of your question.
