We had the same problem with our husky/GSD (doesn't it suck when you come home to find ripped up pads/chewed tampon applicators all over the house?) There are a few different options you can do to solve this problem. First off, I know our dog was 'dumpster diving' because he was getting bored. We got busy around the fall and couldn't excerise him as much as we would have liked, so he would knock over the garbage can and rummage through it. Try taking you dog on substantial (45 min or so) walks or tire her out with intense running/playing before leaving her out or alone. A tired dog isn't a destructive dog. In addition, we got a new garbage can for he bathroom (one of the small chrome ones with the foot pedal-opening thingie from Wal-Mart for like $15) and invented a different garbage can for our kitchen. Since the bigger versions of the pedal can can get pretty pricey (over $100!) and we couldn't find any garbage cans with snapping lids under 50 gallon size (like what you would use in a garage). My boyfriend and I eventually found a large, plastic, drawer-like container in the hardware department. There is a removeable draw the holds a 30 gallon garbage bag. Not only does the drawer fit flush in the casing, but it also has a small tab-lock to keep the drawer from sliding or being pushed out.
If you can find a garbage can with a lid, make sure the lid snaps/locks tightly. Try it out in the store; attatch the lid to the base and knock it over in the store. If the lid stays on, you have a new garbage can!

You could also put both in the lower cabinets. If the dog figures out how to open the cabinet doors, put the child lock do-giggers on them; especially since you do have a young one.
I put our kitchen trash container on the counter. You could decorate yours. Make sure to put the femine products and diapers in the kitchen trash so your dog doesn't get to them.
When your home and can pay attention to what the dog is doing, put the trash back down. When the dog gets into them, spank his rear (never his nose) with a rolled up newspaper. It doesn't hurt, but the noise bothers them. Also yell a word "IS" at him. You don't want to yell "No" as since you have a young child, if you tell no at the child, you don't want the dog confused if he's not doing anything wrong.
Another good one is a cleaned out soda can with about 10 pennies in it, taped closed. When you see the dog get into the trash, yell the "IS" word and run at him shaking the can. Again, they don't like the noise, or your tone. This is a little more convenient as you can have numerous cans around the house so if you see him doing something wrong, you can grab a can, shake it and yell without having to go to another room to get a can.

Put the garbage under the sink or in a cabinet or get one of those cans that you have to step on to open it. Otherwise just close the door to the bathroom and other rooms when you leave so she is confined to only a few rooms where she can't get the garbage.

I use closet space or cabinet space for the garbage so I can shut the door on it and I also have garbage containers that snap shut tightly. To me it is better than the alternative of a dog scattering trash. My are so used to not being able to get to it they don't even try to now.
The closets/cabinets don't stink either since the lids snap shut tightly. Also, if you have dirty diapers you might want to get a seperate and smaller container for them. There are some made for diapers. This way you can take the diapers out as often as necessary without mixing them with your regular garbage.

i have had this same problem with all my dogs! at least for the kitchen, you should buy a heavy stainless steel kind of garbage where you have to step on it to open. as for the smaller garbages in the house... there are mini versions. or you could also put a book or weight on top when they're not being used.. otherwise, consider trying to keep all doors closed when you're not in that part of the house.

Get a cage (kennel) for your Beagle and place his bed in it. When you leave him alone in the house make sure he is locked up in the kennel before you leave. He will get to love the kennel (his private domain - Den. A dog carrier makes a perfect kennel/bed, nice and dark inside and well ventilated). When you return home immediately take him outside for a walk. Dogs are reluctant to pee and crap in their den. Keep a close watch on him when he is loose in the house, spank him and tell him "NO" when you catch him in the garbage, he will learn really quick that "garbage containers" are off limits.

The only thing that I could tell you is if you could put the trash containers out of her reach. If you think that harness would help, then I'd say try it. It just might do the trick and save you from all of that clean up you have to do every day. : ( I hope this helped a bit, good luck!

All my bathroom rubbish is taken downstairs & put in the bin which is now in a cupboard under the sink.
Which is then put in the big bin outside which is locked in the shed.
Best of luck.
Had 6 beagles they are all the same.

Your dog is after the intense odors that you can't smell, or can. You can go on line to any pet supplier and get some type of pet repellent and put a small amount in the places you don't want her to go. A cheaper way is to go to any household store and purchase moth balls. A few in the cans should keep her out.
