I agree that he will probably move, but it's dangerous for normal stray cats, I'd be worried about the deaf cat for many reasons. the best thing to do would be to capture it and either adopt it yourself or take it to a no kill cat shelter.
here are a few no kill cat shelters, taking ti to one will ensure he'll have a much better life than he does now:

I'm sure you can find one in your area or write to one of them and they'll help you.

Very kind of you to feed the poor cat. I have several strays, too, hanging around and every day not only do I drive oh, so, slowly from my drive, I even lift the hood of my car to check the engine - making sure one of those cats hasn't hunkered down waiting to be murdered when I start my car. (I have no garage.) It is a royal pain, but what can you do? These cats, like your stray, would only be put to sleep if I took them to the animal shelter, and they are doing well now. So a toast to us suckers who go out of our way to take care of the one-time-loved pets that some jerks tossed away when the poor animals became old/sick/in the way.

short of putting a fence around your driveway there's not much you can do. just checking behind your car as you normally would is al you can do. also, i bet the cat can feel the vibrations of your car moving better than the vibrations of you walking up from behind. so it's probably ok. though if you are going to take care of the cat a bit - remember the relationship you are creating with this animal. are you going to take it with you when you move? if not, think about contacting a non-euthanizing shelter in your area and asking if they can take the animal to put it up for adoption. i think it's unfair of people to feed strays when they happen to be around just because they can't ignore them. the animal is stuck in the same crappy place when you don't come home and feed it - you just don't have to watch.

Gosh I feel sorry for you & the cat, but when one sense is taken away others become more sensative. It will smell the fumes from the car, feel the vibration of the garage door opening. If you leave out the door from inside, slam it for additional vibration. You sound like such a gentle person, thanks for being a lover of these wonderful creatures.

When you open your garage, look in the rear view mirror to check if it's there before you start backing up. Thats very nice of you taking care of that poor deaf cat. I really liked that.

Take the cat to a humane shelter. They can give a proper home for the cat with its special needs. If you don't hit it someone Else might, or take it in and make it a house cat. Either way this lil one needs to have a indoor home out of harms way with a loving owner

If you are fond of the cat, why not bring him in and care for him. I never thought I would ever have a pet indoors. After huricane Katrina, I found a tiny kitten, walking though a damaged lot. He was hungry, shaking and followed me every where.I took him home, and he is my little buddy. Now, I would not know what to do without him.Good Luck

tell your sister to again off on the undesirable interest. kinfolk cats will oftentimes tolerate lots in the previous getting quite pissed, yet feral cats from time to time have a decrease tolerance. you want to get the cat to be smooth round both one in each and every of you, to substantiate that him to love the position he's living. do not difficulty him as a lot; enable him come to yall. (experience free to bribe him into doing so with more beneficial treats and toys!) when you've bonded with him some more beneficial, he will initiate to experience more beneficial smooth with you and could be more beneficial connected to you, your sister, and his loved ones.

You deserve a pat on the back for being so concerned. The cat still feel vibrations and won't allow anything that vibrates as much as your car get near him or her.
