Basic religion has been here since the beginning of time.
As in pagan / old religions.
Although Structured Religions like Christianity came after social structure and organizations, groups and government.

Both government as an institution and religion as an institution culturally evolved at the same time, from earlier cultural practices of governance and supernatural worship. In some isolated cultures, the shaman is still a single person who both governs and interprets the supernatural. In apes which are closely related to humans we can also see precursors of governance and religion in their behavior.

religion allowed people to create mandates therefore setting up a system of government. People always had a "leader" from a family before religion existed but I am not sure that it would be considered as a government system

religion, primitive people have always believed in "gods". Government is a much more complicated structure that requires intelligence and civility.

Most ancient cultures were theocracys -- Ancient Ancient Greece, Parts of Rome, Egypt, Israel, and so on.
So, really, they came around at about the same time.
