As far as an actual deck to hold and shuffle, no, but you can get basic free reading from http://www.llewellyn.com/
If it’s like a problem with not being able to order, and not available in your area
Have you considered learning to read regular playing cards? While you won't get the same amount of symbolism to interpret you can still get a very good read, in fact some of the best readings I’ve had have been done by playing cards. There are several websites that show you the meanings of the cards http://www.angelfire.com/journal2/cardomancy/reading/cartomancy.html is one and you can do a search for cartomancy for others if needed.

Here is a free download demo for a great Tarot program. To keep the size of the demo manageable it contains the Rider/Waite deck, the actual program will have 10 complete decks. This Demo version of Tarot is a full working copy for 30 days. So you get 30 days of free tarot readings! http://www.free-tarot-download-demo.wotsnext.com/

And I’m often asked about how to find free psychics and tarot readers. Although I’m a professional myself and work for a fee I realize that there are psychics out there who offer either totally free readings or a free psychic question here and there.

So I'm always updating this web page with all my tips and recommendations http://www.psychic-junkie.com/free-psychics.html

I know a website where you can order BLANK tarot cards... but that's all I know.

I love tarot cards -- I've sorta been collecting them. Really, I'd be more concerned with liking the cards than getting them for free.

http://www.aeclectic.net/

It has lists of 1000's of different tarot decks and oracle cards. Pick one out and seek it out (other than the Hello Kitty Tarot, unless you want to pay $550 for them).

Barnes and Nobel, Books a Million and a lot of other mainstream stores carry a good variety.

Free as in "get a free deck of tarot cards"? No, but you can get a deck at a store like Barnes & Noble for under $20.

Or you could do some research and make your own...
