I have very good news for you. The upper arms are the easiest part of the body to improve. They respond the Quickest to exercise. Buy some 5 pound weights, and do some repetitions. You'll see results in as little as a week. Keep it up. The more, the better.

Eating healthy is always #1 that's why most of Americans are obese we search for answers in pills and the next fad diet. Just eat healthy and exercise. Do cardio and strength train to tone your arms don't worry if your a woman you won't gain muscles, because your body doesn't have the hormones.
If you have flabby back arms you want to work your triceps.
If you have flabby front arms you want to work your biceps.
I would buy 8lb dumbells and look up exercises online. Strength training is the best way to tone up your arms. Also the weight depends on how athletic you are I use 25lb for biceps and 15lb for triceps it's actually light for a guy, but I'm still young.

Stand with your arms spread out to the side and move them in tight cirles. Keep your attention on your muscles so they stay tight and do it until it burns, then count to 60 and stop. Rest for a 60 count and repeat. Do this whenevr you have the time. No joke I did this backstage with my friend during a show when we had breaks and my arms have never ever looked better :) measure your arm or take a picture. do this for a month, a whole month, and then measure yourself again. you'll see the difference, if you don't aready.

Ninjagirl, you poor thing!
Not everyone's weight is distributed in the same way. Some have heavy thighs, but slender arms; some have the dreaded bubble butt; and some of us have grandma wings.
Heavy upper arms run in my family. My sister tried everything (and I DO mean everything) to get rid of them, but, after many years of constant exercise (2 hrs. day, every day with weights and aerobics), she finally gave up and had plastic surgery. Now she looks great!

If you a have a pool available, swimming would be the ideal solution. Try some lap swimming for to tone and slim your arms . Treading water is wonderful for toning the thighs with no strain on your hips...

I also had wrist problems, which was why I took up weight training. Do some bicep curls with 2kg weights. It helped strengthen my arms and wrists.

Honestly I would not worry if it is hereditay oh well I have the same problem and I rock I just say are your are bigger than mine I have Muclesssss.!!!! and take advantage of that.
