You really do need to get some legal advice from a competent immigration attorney specializing in your area. If he is from Juarez (whick I know way too well, bad town) and your from San Diego and you have been living like this for 16 years, then why the rush????? If he is really in Juarez, which I doubt, then you need to adjust his status, so go to the nearest INS offce and start the paper trail.

If you guys live in the states, he needs to file the petition for Adjustment of Status(AOS). By the way, the processing time varies from one immigration office to another. So I can't really tell you how long it will take him to get his green card. But if he didn't enter the US illegally, he might be able to get it within a year or so.

As long as there has never been a deportation order against him, you should be fine, even if he's been living in the U.S. illegally.
However, if he has been here illegally, you should get an attorney, b/c if you mess up the filing, he will be in the system, and after rejecting the petition for incorrect filing they may attempt to deport him.

Sorry but if he is here illegally, kiss him good bye and have him start the paperwork LEGALLY in Mexico. He can't get a green card if he is currently breaking the law (BEING HERE).
