technically there is no such thing as the lower abdominals. the rectus abdominis (RA) is a single muscle. muscles either contract as a whole or they do not contract at all. that being said you can not isolate part of a muscle either. many people think that leg raises, etc. target the lower abdominal region because of the localized fatigue that is felt in the area during the exercise. what is actually being fatigued are the muscles of the hip flexors which lie deep underneath the bottom portion of the RA.

if you want to "see" more definition in the lower portion of the mid-section you have to reduce your current level of body fat. training the abs with different exercises is good but only the reduction of body fat will enable you to see all of the abdominal wall.
