In wonderful condescension toward one who had shown no previous concern for God's ways, God extends the promises of Abraham to Jacob, and adds personal promises of protection and care.

Jacob was fleeing from his home because his latest little "scheme" had gotten him into trouble. His father was angry and his brother seeking to kill him. As he flees, God appears to him, and tells him the it is going to be OK. God would be with him and "keep" or help him where he was going. And would bring him back to his home safely in the future. God does bring him safely back in chapter 32. Where he had fled penniless, he returns with family and a fortune. God had taken care of him for the 20+ years he was gone.

Try reading a different version that's easier to understand: "Behold, I am with you and will keep you wherever you go, and will bring you back to this land. For I will not leave you until I have done what I have promised you." (ESV)
It was a promise to the Israelites when they were going to Egypt (a foreign land to them, not their home). God was promising them that He never leave them and that someday He would lead their people back to their homeland.

It means that He will not leave Jacob, He will watch over Jacob, and He will bring Jacob back to the land He has given to them.
He says He will not leave Jacob until He has done all that He has promised.

I think God is saying that he watches over us always, but if you really want to know... go and buy a Dakes Reference Bible! I have one and it blew my mind! It will tell you everything about what the bible is really saying and it answers all the weird mysterious things about the bible!
