If you wait until the last minute/don't manage your time properly to get an assignment done, then you realize that you don't have sufficient time to do the job as it was meant to be done. As such, you panic because you fear you will fail the assignment and become tempted to use somebody else's work to just have something to hand in.

When a job is to be completed in a given amount of time, one needs to plan the activities carefully so as to complete the task in time.
If poor management of the available time or inadequate/bad planning takes place, obviously it is difficult to make up for the loss of time or other resources necessary to finish the job. Hence if one has to compulsorily give a report on the job he has been given, he has no option except to ask for extra time or has to take some other person's work to help him finish the report. The latter option might end up in plagiarism or poor quality of report.

If you have left yourself little time to accomplish a task, then the theft of ideas or of written passages or works, where these are passed off as one’s own work without acknowledgment of their true origin, can seem appealing.
