Goosebumps form when your body gets the "chills". It ususally happens in response to a cold temperature or an emotion. The tiny muscle surrounding your little body hair contracts to conserve body temperature, and this causes a little bump to form. You will notice that you only get goosebumps where you have those little hairs, like your arms and legs. It's a really neat question...I had to answer in once in a fun game called "Malarkey".
