In defense of the officer's that work at the jail/prison that he is housed in it is difficult for them to know weather he is writing to a family member or not. While they may know that he is writing to a child they may believe that they child is a family member. Since no one has called and made a formal complaint to the facility they have no way of knowing about the situation.
It is illegal to say that they can not write to minors since there are a lot of people that are incarcerated who have minor children. That would violate their rights, yes, they do have rights. Yes, I know it sucks!!
Ok, here is what you can, and should do. As her brother you can be her HERO!! You need to talk with your parents and let them know what is going on between your sister and this worm. Don't stop talking until they hear you. Tell them what he is planning, meaning that he's talking about how he loves her and about how he wants to go out with her when he gets out. Let them know what he is incarcerated for, his charges.
Tell them that they should call the facility where he is housed and ask if the can file a formal complaint against him, at least to try to stop him from being able to write to her. Make it so that he can not have any kind of contact with her at all.
Your sister is young and impressionable and she doesn't under what she is opening her self up to by just talking with this guy. It has to stop, and it has to stop now.

Well, number one, you need a license to write and you can't take the test for the permit until you're sixteen, so no, a fourteen year old can't write a book legally :) haha, jk If you want to, you can do anything you want. As for how to get going on it, when I was fourteen, I had done some creative writing in school and that's about it. I didn't think about where to start, I just wrote. As I developed my craft and my mind for writing, I started to do what was natural for me and necessary for my stories. Even now, I just write. Once I know what I want to write about, I just pick a beginning and begin there. I picture what's happening, and I just start. If you want to outline the plot before putting it down, then start there. Then you have everything in order, so to speak. Other than that, most writers know there is no process to getting the words on paper exactly how you want it, and that is probably not going to happen the first time anyway. You write something then you go back and revise. Get rid of what you don't want or don't need and add things where you think it might be necessary. Brainstorming is a must and it may take days, months or even years to figure out how to get your work on paper as you picture it in your mind, so if you don't feel you have the patience for that, then you may want to write more for a hobby than as a career.

I think you are right to be concerned. No, he is not allowed to write to her, unfortunately it is hard for the correction officers to keep track of everyone. I have a 14 year old daughter, and I would hope that if she was being manipulated by some pervert, that someone would tell me. Another thing that can be done: you could call the jail he is at, and tell them. Trust me, they will take care of it. You are smart to worry, it is very easy for older men to trick younger women. If you are worried about her finding out that you told, you could call anonymousely. Do what you know is right, you could really be saving her.

Write or call the jail warden and inform him about this. The letters should cease immediately. If not call the police and let them know about this and apply for a restraining order against him.

You need to tell her parents...When he gets out...Rather or not he's ALOUD to write her...He might try to come and find your sisters friend..You HAVE to talk to her parents so they know...Then they can contact the prison and what not...I would also think they should try to get a straining order when he does get out...Guys like that are more then likely to be be stalker type...and she's only 14...she doesn't need to deal with a stalker!!!

Its a free country until he breaks the law. I'm surprised that the prison didn't censor the letters. Write to the warden this may be an oversight. The laws are quite strict here so he may be guilty of solicitation

Contact the prison itself, and tell them your situation.
Then tell your parents so they can have a talk with your sister whos 14 and talking to a prisoner whos saying they will go out when he gets out.
