Here are a couple of things you can try:
1. Reset Safari. From the menu bar Click Safari > Reset Safari.
2. Use an application called SafariSpeed to disable the page-loading delay built into Safari.

In Mac OS X, the system automatically defrags itself. There is a Disk Utility in the utilities folder to test the drive for errors. (Utilities folder is in the Applications folder) If your computer/ programs are runnung slow, there are a couple of things you can do. If you don't have at least 512 MB of RAM, upgrade as soon as possible. (I recommend you get more than that, but 512 is the minimum.) Check your memory under the Apple menu and select "About this Mac." In addition, your hard drive should not be more than 80% full. (Clear or backup anything over 80% and it will make your software run faster.)

Have you checked your internet connection?
Have you tried a variety of websites?
Usually when my internet (also OS X 10.4 Safari) is slow, it's the site I'm visiting or it's my wireless connection to a cable modem.
What kind of hardware are you using - especially the RAM and processor - is it a new Mac or an older with an OS upgrade?
Apple has a "Discussions" page, where you can ask these questions of of experienced Mac users. They categorize by the hardware and also by the software. There are lots of helpful people there. http://discussions.apple.com/index.jspa

safari slows down for lots of reasons!
1) too many rss bookmarks!
2) slow connection!
3) there are utilities that speed up safari! visit http://versiontracker.com and search for safari
also, certain pages slow down when their server is running slow (this happens in all browsers)

Now is the time to re install. I have a Mac, just about a minute ago Firefox upgraded itself with no problems, so there is a new version of it to play with.

Aside from Resetting and Emptying Cache you might want to run a little maintenance on your Mac.
