Laughing gas or nitrous oxide is a general anaesthetic, which means it will put you to sleep. During the process, you may feel lightheaded or giggle, hence the name.

In lesser quantitires, it is also an analgesic, that is, it masks pain.

Though basically, nitrous oxide is pretty safe (it's approved as food propellant), the dangers are the same as with almost any general anaesthetic, too much and you sufficiently depress bodily functions that keep you alive or you fail to get sufficient oxygen (anoxia). In other words, you die

Frequent use of nitrous oxide even at lower levels can also lead to Olney's lesions, a kind of brain damage characterized by small holes in the brain. Not good.

When used in medical settings, nitrous oxide is mixed with oxygen to avoid these undesireable effects (it's embarrasing to send a bill if the patient dies).

Laughing gas, aka Nitrous Oxide (N2O) is harmful if it is not mixed with oxygen, or if you use a mask. You can get so lost that you fail to remove the mask and asphyxiate.
Don't play around with the stuff. It is not safe.
