Question about MLA format?

In the MLA format, does citations with quotes comes first in alphabetical order and then citations that don't have quotes comes after those?

there should be two separate pages for your resources. One page will be works cited, this is your quoted info. The other page will be works consulted, this is your unquoted info. both should be in alphebetical order and it doesn't matter really which order the pages come in, unless your teacher tells otherwise.
