the batteries are fine, and nothing looks broken or loose on the pc board.

Clean off the LED and make sure you have a direct line of sight to the sensor on the VCR. (Wipe that off too.)
If it still doesn't work, change the batteries with new ones.

If it still doesn't work, get a universal remote, they're not that expensive.

something might be broken you never know or check the batteries again

Dead batteries, or just old life...you might need to get a new one.

sometimes there are two buttons on the top that say vcr and t.v. (something like that) and you have to press t.v.

you may need another one. another thing is wireless interception. I've had to reset controllers and other things bec of that
