i cant have him because he has a girlfriend and i dont have time for a boyfriend so hes wasting time with her for now.

TAKE THAT CHANCE! let him know. you NEVER know what can happen. once he knows how you feel, the balls in his court and hell decide his next move, whether it be to stay with his girl or walk away from her. you dont want to regret not knowing what "could have" happened. cuz thats the type of regret that kills. take a chance. go for it. caution tho... only cuz he has a gf. so just be aware and dont be fragile.
