You can do this with Garageband and an external DVD Player.
Plug the DVD Player to your Audio in port, configure Garageband to receive the audio input. (RCA to Stereo Mini plug should work)
Start the DVD and capture the Audio Stream by recording it into Garage Band.
Edit the start and stop time of the Audio AIFF in Gargaeband and then send the song to iTunes.
You can also Convert a song from iTunes into an AIFF and open it in Garageband and then use GB to mix your own new track. I did this with a Song and it's pretty interesting.
