How about disposable cameras so they can take pictures at the party and take them home. I know you said valuable, but I think they would love little nerf footballs, silly string and water guns.

Here's one answer I've not read on the list of replies - A Watch!
I found that you can pick up kids velcro strap watches for £2-£5 on ebay, I've been using them for gifts when my kids get invited to parties and they go down really well.
As you wanted valuable things for your party bags that might be something you could put in for them to keep but also be useful, even if they have one already its always a handy present as my boys have a blue sporty one each and a khaki skateboarding one each so they can wear them with different outfits.
For the girls I found denim strapped ones (cos all girls have jeans) with either pink hearts or blue butterflies on.
These would suit all ages from 6 - 12.
Another good idea especially for little ones is a height chart as these can be rolled up to fit in a party bag and my 3 all have one with their heights all plotted on every year and they love seeing who was the tallest at what age.
Hope theres some food for thought there.

McDonald's gift cards, silly putty, mighty beans (those funny little figurines) Toys R Us (In Canada, anyways) has a whole section of party goods and party loot...
One thing we put in the treat bags for our five year old were mini Robert Munch (and similar) books...the kids thought they were great...
for girls, we gave bracelets and stickers...
we gave pencils and erasers one year in the bags...My son had an army themed party so the pencils were camo, we found pink camo ones for the girls...
We give a Kinder surprise egg every year in the bag, these usually have a little puzzle like toy inside...sometimes they have different types of toy and they have a code to use to play the online Kinder Surprise game...It's a family tradition for us now...
my daughter is turning 10 this month and she and all her circle of friends have MP3 players, we are giving them all 5 dollar Puretracks (like Napster or iTunes but for here in Canada) music gift cards to download a couple of songs each from the internet...My daughter is really pumped about giving this gift to her friends...
My son wants to give gift certs for a local game store when his birthday rolls round again...

hmm...you can put a pencil and a little notepad that is BOTH creative and colorful. Kids tend to use stuff if they are pretty ones. Oh and a pretty eraser too.
